This means CogniPhone won't penalize you for using less than $15 month like the other carriers will.

1.) Service is not available for residents of Tennessee, Hawaii, or Alaska. All other states are covered.

2.) CogniPhone requires a credit card to sign up for service, and they will post your bill at the end of the month on a password protected site for you to reference.
